The relevant committee of the Verkhovna Rada has supported bill No. 10225-d on regulating the crypto market. The document took three years to prepare. The next step is the second reading in November, and the law is supposed to take effect on July 1, 2027.
The bill is the text of a future law that parliament adopts in two readings. For now, the committee has only given it the green light; there is no final Rada decision yet.
For a trader, this is the framework of the rules. The law sets out how much to pay on crypto and which platforms can be used legally at all.
Who will oversee the market?
Oversight is split between two agencies: the NSSMC (securities market regulator) and the National Bank of Ukraine - each within its own powers.
Until now, crypto in the country remained without a working legislative regime. Transactions had no status, nor were there rules for platforms.
How much will you have to pay?
The tax logic is simple. You pay only on profit from the sale of cryptocurrency, that is, on the difference between the purchase price and the sale price.
- Crypto-to-crypto - exchanging one coin for another is not taxed
- VAT - crypto operations are exempt from it
- 5% personal income tax - a preferential rate for those who bought assets earlier, when selling during the transition period until the end of 2028
- Tax-free minimum - profit within one minimum wage per year is exempt from tax
What changes for exchanges?
Exchanges will have to undergo mandatory authorization, ensure the protection of client assets and verify the origin of funds.
This is a standard set of requirements already enshrined in MiCA. MiCA is the EU's general crypto law. Platforms will not be allowed to operate without a license.
Key point: legal trading of crypto-assets in Ukraine will be limited to authorized platforms, and profit from sales will become the tax base. If you trade through a prop, check the terms in the prop firms catalog.
What's next?
The next milestone is the second reading in November. The market has more than a year and a half to prepare before July 1, 2027.
- November. Second reading of the bill in the Verkhovna Rada.
- July 1, 2027. Scheduled entry into force of the law.
- End of 2028. The transition period with the 5% personal income tax rate expires.
Calculating tax on crypto rather than on the result?
When regulation reaches your country, the first thing you recalculate is not your strategy, but how much you'll be left with. And that's where the real problem shows. On a personal two or three thousand dollars, arguing about 5% is pointless: the base for the argument is too small. In prop trading, the trading notional is provided by the company: you pass its selection, stay within risk limits and receive your share of the profit. It's worth understanding this scheme before the rules take effect.
