Hong Kong has passed a law that will require crypto platforms to collect client data and share it with tax authorities in other countries. The announcement came out on November 4, 2026. Collection will begin in 2027, with the first data transfer in 2028.

What the standard is. The law implements CARF - the OECD's crypto-asset reporting framework. The OECD is an international organization of developed countries that writes common rules for tax authorities. The idea is simple: countries exchange data on their residents' accounts abroad.

Why this concerns traders. If you trade on a licensed Hong Kong platform, your tax authority will learn about your transactions there.

What exactly will be collected?

Platforms will record both personal data and every transaction.

  • Personal data - the client's name, address, tax residency and identification numbers
  • Transactions - purchases, sales, exchanges of one cryptocurrency for another
  • Transfers - sending funds to external wallets

Where the data will go. The Inland Revenue Department will send client data and annual totals of their transactions to the country where the person is considered a tax resident. The Inland Revenue Department is Hong Kong's tax authority. This information is not publicly disclosed.

What are the timelines?

The timelines are set out in two stages, plus a separate schedule for the banking part.

  1. 2027. Crypto platforms begin collecting data on clients and transactions.
  2. 2028. The first automatic exchange between tax authorities.
  3. 2028. An amendment extending CRS to digital financial products takes effect. CRS is an international standard for exchanging financial account data.
  4. 2029. Information exchange under this amendment begins.

This isn't starting from scratch. The OECD issued the CARF rules in October 2022. Crypto exchange licenses in Hong Kong have been in effect since 2023, and the city has been exchanging data on ordinary bank accounts under the CRS standard since 2018.

Why does Hong Kong need this?

Christopher Hui, Hong Kong's Secretary for Financial Services and the Treasury, explained the rules as a fight against cross-border tax evasion.

  • Clarifications - the tax authority promises to issue them
  • Technical support - platforms will receive help with implementation

What should a trader do?

On licensed Hong Kong platforms, the report will include more than just fiat withdrawals. Crypto-to-crypto exchanges and transfers to your own wallet will be included too.

Key point: you have until 2027 to figure out exactly which platforms fall under the requirements and what they will report about you.

If part of your trading goes through a prop account, you can compare conditions in the prop firm catalog.

And what nominal is in your trades?

Regulatory news is usually read with one thought: does this affect me or not. But the size of your account has a bigger impact on your trading results. The same trade on two thousand gives you enough for dinner; on a hundred thousand, it's a working month. Access to a large account can be obtained without comparable personal capital: a prop firm takes you through a paid challenge and gives you its trading account, with profits split at a pre-known rate. It's calmer to understand the mechanics in advance, rather than on the day of the next drawdown.
