The French National Assembly adopted amendment I-2701 on declaring crypto wallets on November 3, 2026. 150 deputies voted for, 44 against, 8 abstained. Owners of crypto worth €100,000 or more will be required to report it to the tax authorities once a year.

This concerns self-custody. This is a wallet whose keys are held by the person or company themselves, without a licensed intermediary such as an exchange. The amendment changes Article 1649 bis C of the General Tax Code.

This directly affects traders. A large personal crypto deposit ceases to be a matter between the owner and the blockchain.

What figures are in the amendment?

  • €100,000 - the threshold at which the obligation to declare begins
  • December 31 - the date on which the total value of assets is calculated
  • up to €10,000 - the fine for failing to file a declaration

What must be declared is the very fact of owning the assets; the amendment does not introduce a tax on the entire value of the wallet.

Why did the deputies initiate this?

The author of the amendment is deputy Charles de Courson. In the explanatory memorandum, he cited a discrepancy in the figures.

  1. Estimated gains. Capital gains on crypto in France for 2021 were estimated at approximately €3.5 billion.
  2. Actual declarations. About €400 million was reported to the tax authorities.
  3. The deputies' conclusion. Some large assets are bypassing reporting.

The highest threshold was chosen. The deputies rejected alternative options of €5,000 and €50,000.

What does this mean for a trader?

Key point: for now, nothing needs to be changed. The amendment has not become law, and the procedure for submitting reports has not been defined.
  • Timing - the date of entry into force is unknown
  • Reporting form - the procedure for filing the declaration has not been specified

What next?

The amendment is proceeding as part of France's 2027 budget bill. The first reading in the National Assembly is due to be completed in November.

  1. Senate. The document then goes there, and the provision may be amended or struck out.
  2. Calendar. It is convenient to keep the dates of the budget readings to hand in the economic calendar.

Building a deposit in your own wallet?

The €100,000 threshold incidentally recalls a simple thing: a large nominal amount on the market usually means equally large personal funds that you hold yourself and are responsible for yourself. A trading account can be obtained differently: a prop firm provides its own capital to work with after a paid test of discipline and loss limits, and profits are split according to a pre-agreed share. Your own capital does not have to be comparable to the size of the account. It is wiser to look at how this scheme works before you start growing your personal deposit.
